Establish the Department of Technology to ensure American technological competitiveness, economic prosperity, cybersecurity, and academic dominance in research and development for artificial intelligence, programming, robotics, and the Internet.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Department of Technology Establishment Act of 2025.”

SECTION 2. ESTABLISHMENT OF THE DEPARTMENT OF TECHNOLOGY.

(a) IN GENERAL.—A Department of Technology shall be an executive department of the United States.

(b) SECRETARY OF TECHNOLOGY.—The head of the Department of Technology shall be the Secretary of Technology, who shall be appointed by the President and with the advice and consent of the Senate.

SECTION 3. MISSION.

The Department of Technology shall have the following mission:

(1) To strengthen the technological competitiveness of the United States by promoting innovation, research, and development.

(2) To ensure the economic prosperity of the United States by supporting the growth and development of technology industries.

(3) To protect the United States against cyber threats by promoting and enhancing cybersecurity.

(4) To maintain the academic dominance of the United States in the fields of artificial intelligence, programming, robotics, and the Internet.

SECTION 4. FUNCTIONS.

The Department of Technology shall be responsible for the following:

(1) Developing and implementing national policies and strategies related to technology, innovation, and cybersecurity.

(2) Coordinating with other federal agencies and state and local governments to support the growth and development of technology industries.

(3) Facilitating public-private partnerships to promote technological innovation, research, and development.

(4) Promoting cybersecurity best practices and standards across public and private sectors.

(5) Investing in and supporting educational programs and research initiatives focused on artificial intelligence, programming, robotics, and the Internet.

(6) Providing guidance and support to small businesses and entrepreneurs in the technology sector.

SECTION 5. FUNDING.

(a) AUTHORIZATION OF APPROPRIATIONS.—There is authorization to be appropriated to carry out this Act of $250,000,000 for the fiscal year 2025.

(b) ALLOCATION OF FUNDS.—Funds appropriated pursuant to subsection (a) shall be allocated as follows:

(1) 40 percent for research and development initiatives in artificial intelligence, programming, robotics, and the Internet.

(2) 30 percent for cybersecurity initiatives and infrastructure.

(3) 20 percent for educational programs and workforce development initiatives in the fields of artificial intelligence, programming, robotics, and the Internet.

(4) 10 percent for administrative and operational expenses of the Department of Technology.

SECTION 6. EFFECTIVE DATE.

This Act shall take effect on the date that is 180 days after the date of the enactment of this Act.
