The San Diego Storm Water System Emergency Funding Act

In the following draft, I focused on addressing the crucial issue of maintaining and improving the stormwater system in San Diego, particularly in California’s 51st Congressional District. 

This proposal, named “The San Diego Storm Water System Emergency Funding Act,” is intended to secure emergency federal funding for the repair and upgrade of San Diego’s stormwater system. In the act, I highlighted the urgency and necessity of this issue, emphasizing its importance not just for the local community but also for the operational integrity of our Naval Base San Diego, underlining its implications for national security.


Whereas clauses:

1. Whereas, the City of San Diego, and the surrounding area, are experiencing critical challenges with its stormwater system, leading to increased risks of flooding, sinkholes, and property damage;

2. Whereas, these challenges threaten the health, safety, and quality of life of San Diego residents and adversely impact the local tourism industry;

3. Whereas, San Diego hosts Naval Base San Diego, a significant naval facility of the United States, making the integrity of local infrastructure a matter of national security;

4. Whereas, the current state of San Diego’s stormwater system undermines the operational readiness and safety of Naval Base San Diego and its tenant commands;

5. Whereas, long-term neglect and inadequate maintenance of the stormwater system have exacerbated the need for immediate and substantial repair and upgrades;

6. Whereas, it is imperative to secure federal funding to ensure the swift and comprehensive enhancement of the stormwater system.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

Section 1: Short Title

This Act may be cited as the “San Diego Storm Water System Emergency Funding Act.”

Section 2: Declaration of Emergency

The current state of the San Diego City stormwater system is hereby declared an emergency, requiring immediate federal intervention and support.

Section 3: Allocation of Funds

1. A sum of $1,000,000,000.00 (one billion dollars) is hereby allocated to repair, upgrade, and modernize the San Diego City stormwater system.

2. These funds shall be utilized expressly for projects that enhance the stormwater system’s efficiency, capacity, and resilience against natural disasters and climate change impacts.

Section 4: Oversight and Implementation

1. The Department of Homeland Security, in coordination with the Environmental Protection Agency (EPA), shall oversee the allocation and utilization of funds.

2. A detailed plan for implementing the funds shall be submitted to Congress within 90 days of the enactment of this Act.

3. Regular progress reports shall be provided to Congress annually.

Section 5: Collaboration with Local Authorities

Federal agencies shall collaborate closely with the City of San Diego and relevant state agencies to ensure the effective and timely execution of the stormwater system projects.

Section 6: Effective Date

This Act shall take effect immediately upon its passage.
